Example: A province/territory with 3,000 umpires is entitled to nominate up to 15 individuals.

A province/territory with 240 umpires is entitled to nominate up to 1.2 or 2 individuals.

2. Conduct on and off the field is such that the official is a positive role model for younger officials.
